Optimize Adobe Animate ads for HTML5 banner

I will first give some context about this gig, and I will then proceed to explain the technical requirements.
I am recruiting for a design studio. My client needs a resource who can take care of HTML5 banners, simply enough.
You won't have to design them yourself as you will receive some of the graphical assets, but you will need to adjust them to the requested dimensions and specs.
The banners will need to follow all of the requisites later listed. We have stringent requirements, so this could quickly become a deal-breaker if you don't respect them.
Why a warmup gig?
My client process many such requests (for HTML5 banners) and currently misses the internal resources to take care of them.
They decided to give outsourcing a shot, and here I come into play.
If you prove yourself to be a good value/money resource through this warmup gig, then a long-term collaboration with my client will be possible, and you will be directly awarded 64 more banners to make.
This gig will follow some simple steps:
1. You will provide a quote for each banner together with the expected delivery timeframe.
2. If we shortlist you, we will award you the gig for one banner at the agreed rate.
3. We'll provide you with one existent banner, and we will tell you to what resolutions you
4. should convert it.
5. You will optimize the banner following our technical requirements.
6. You will deliver the output (in time, or we are facing another deal-breaker).
