Great web banner/digital designer wanted yesterday

We urgently need a great digital designer who can create web ads and banners. Must be able to compress files down to the 150K requirement. Ideally proficient in all PSD, Google, HTML5 and Adobe banner creation tools and animating apps - whatever tool is required to ensure a clean, sharp and often animating end result that converts!
