2 Flash banners

I need to make 2 flash banners for advertising. I have 3 pictures that I want to use, 2 for each banner, see attached, so maybe possible to just use photoshop or something to ad some catchy text to them.? The banners must be a minimum of 720 x 720 and in pdf or jpeg file.
