Display banner design sizes 300x250, 300x600, 320x50 and 728x90 for online marketing campaign.

I am looking to hire a talented freelancer to create a selection of display banner designs for an online marketing campaign. The banner sizes that need to be designed are 300x250, 300x600, 320x50 and 728x90. The main message or call-to-action of the campaign is to drive website traffic, for users to register for a newsletter. I have a preferred color scheme or branding guidelines that the designer should follow, as well as specific design elements and images that should be incorporated into the banners. I am looking for a creative and experienced designer with a great eye for detail and digital design experience. Banners must have animation, and a call to action button and final result be delivered in good quality and lightweight files - looking forward to receive both PSD and GIF files, after design/creation is approved.
