Passport Photo Editing for Forms

I have a passport-size headshot that must look perfect on a variety of application forms. Please remove the current background and replace it with a clean blue one, then perform full colour correction—brightness, contrast and skin-tone adjustments—so the image looks natural yet vibrant.

After the corrections, crop the file to the exact dimensions I will supply (standard passport ratio) and deliver it in high-resolution JPEG plus a transparent-background PNG. Let me know if you need the original RAW file or any extra details before you start.
