Wordpress website for tax declarations for non residents in Spain

Background: Foreigners that owns a property in Spain needs to declare the property every year and pay tax for it. (Modulo 210). The declaration form is written in Spanish and the vast majority hire a lawyer or account company in Spain to do the declaration for them.
The lawyer firm or accountant does the the declaration, send to the tax department, get information about the amount of tax to be paid.
The Project
I want to have a website were the foreigners can declare the tax by them selves (DO IT YOUR SELF), by forms on the website and we send the declarations to the tax department. We will charge a less amount for it, compare to the lawyers and accountants.
The clients will do 3 easy steps:
Fill in forms on our website > Pay > Receive emails with receipt and information
There are a few companies that have this kind of service or similar. Two companies that are good are https://www.iberiantax.com/ and https://taxadora.com/. They are the best in my opinion. I want to have a similar website but with som features that they don´t have.
The website has to be flexible in order to add more declarations. See: https://www.iberiantax.com/ and https://taxadora.com/
The website has to be easy to use, invating with graphics. The majority are +55 years old.
All the clients information needs to be saved in a database together with repeatable information in the declarations. Accounts will be created automatically for the clients together with login information like email addresses and passwords in order for the clients to be able to declare in future years. When the clients come back next year, all information will be saved and the clients only will have to change year of tax declaration and check so all information is right.
Newsletter system so it will be possible to send emails to the clients in good time for the next years declarations.
Payment systerm connected, so the clients will pay when they have filled in the forms, and after payment, the declaration will be sent by us to the Spanish tax department. Suggested payment system wil be Paypal.
Prepare the website for more kinds of tax declarations.

It will be built in Wordpress.

When a client has done one tax declaration and log in the next year to do the tax declaration again, all information has to be saved from previous year easy accessed. The forms has to be filled in automatically.
I need a good admin of the database and be able to do searches and for example pick out all email addresses and first names in lists, in order to send reminder emails to the clients when it is time to do declarations.

The website will have extensive help pages. I will do all help texts and email texts.
