Setup backend to Upload live stream/ View live stream

We want to setup backend (server) for our project.
It has following requirements:
1. Upload live camera video on server.
2. View uploaded video in mobile app in real time.
3. Telecast live streaming in mobile app (similar to Facebook live)

Requirements on technical side:
1. Backend setup
2. Integration of back end with mobile app (Android and Apple)

Also, we would like to know about available options of web services and their costing etc.
