PHP Expert for Timezone and Code Syncing

Seeking someone well seasoned in php please.
No AI cowboys / girls!
It's very important to me that AI not be wholly used to solve or write the code fix /add that I need.
This is because my whole website and work is all about Creative Human Integrity.
A wonderful guy (sadly not on here anymore) wrote some working scripts for me, that I’m resurrecting into use now, some years ago - in php 5.6
He wrote an assortment of scripts working to display specific daily new content determined by date on the home page of my website. They are listed as follows :
1) There's the code that's been inserted directly into the home page that’s the dynamic date display code. It’s working perfectly - in my time zone at least. I’d like whoever I hire to please ensure this has been coded to be the case in every global time zone, someone’s visiting my site from. This is followed by the code (also on my home page) that calls up what’s to be displayed each day. It’s working, but isn’t sync’d the way I need it to be. There’s a time lag between when the day’s date switches over at midnight BUT the appearance of the correct content for this date doesn’t display until about 8-12 hours later. This is what I need fixed. > I need the new day’s content to show up at midnight, the same time the date switches.
2) Then there’s a planner.php file that contains the array of which files (there are 77) to display on which dates in a very specific cyclic order. That’s all working perfectly!
3) There’s a dynscript file that contains php script - it looks like it has the code for date/ timezone stuff in it and other stuff I no idea about.
4) There’s also a short script that we added to the top of each of the individual 77 files - that I have a Dreamweaver Template for - one of these content files is called up to display each day.
> Also my site is currently running on php 8.6.0, so if there’s any code that might need to be upgraded for this 5.6 version to work optimally / properly, I’d also like this updated.
