implement windows server 2022 and 12 virtual machines on azure

we need to implement on azure account, windows server 2022 (I think?) and 12 virtual machines. Goal is to use the virtual machines to bring the entire team on the same environment, with the same apps, etc... does it make sense? We need not only development but also weekly maintenance.
