create a new cloud infrastructure using azure

I am looking to create a new infrastructure using Azure. Specifically, I am looking for networking capabilities with a storage capacity requirement of 1-5TB, and a medium level of scalability. I want to ensure that my infrastructure is secure and adequately fulfills our needs, both now and in the future. Needs to be a US citizen.
