azure integration with virustotal api

i want to run an function on azure or app that will trigger when i new file will get to azure blob #1
the function will scan the blob with virus total and decide if the file is ok to put it on blob #2
Blob #2 can be on different vnet than blob #1 so another function will be created to "pull it" as an example
