VDI Setup for Secure Developer Access

I need a secure VDI setup for remote and temporary developers. They should have full access to development tools, company-specific software, and the internet/browser, but with restrictions on copying code.

Requirements:
- Setup ZScaler or Azure VDI
- Enable access only through VDI
- Implement access control (full access, no copying)
