Upload large files into azure blob (hosted in heroku)

I am looking for an experienced programmer to help with a project. The project involves uploading large files to an Azure blob on Heroku. The files will be over 1GB in size, and I need the project to be completed within two weeks. No additional features such as file compression or encryption are required, as the plain file will suffice. The ideal candidate will have knowledge of working with Azure and Heroku, and be able to provide efficient, quality results.
