Set up 3000 VMs or alternative to use Chrome with single mouse and keyboard as in a choreography

Hello, I need help with the following.
Please note all points are essential. If any one of the points is not fulfilled by the proposed solution please don't submit it.
1. I need to control 3000 desktops or VMs or equivalent from a single laptop,
2. at the same time,
3. all sharing the same mouse and keyboard input as in a choreography, where if I press a keyboard key the key is pressed in all 3000 machines, and if I move the mouse, the mouse is moved in all 3000 machines. This is sometimes called mouse and keyboard broadcasting.
4. Mouse and keyboard broadcasting must be enabled by default when logging in, or otherwise require no manual instruction on the 3000 machines to enable it.
5. They must also be controllable individually manually, by easily toggling on and off mouse and keyboard broadcasting, selecting any one of the 3000 machines, going to their screen and making individual changes there.
6. Each desktop or VM must have their own persistent state in a way such that if I make a manual change in the settings of a Chrome extension within it, the settings will still respect that change after logging out and back in again, and they will be distinct from each other. So that if I change the setting to for example "blue" in one VM/desktop, and I change it to "red" in another VM/desktop, each will remember their respective settings and when logging back in after having logged out.
7. The underlying service or solution must be billed hourly.
8. I will be using this setup for around 10 hours per month for a couple of months.
9. It must be easy to turn them all on and turn them all off together, as well as to turn each on and off individually.
I'm basically looking for the simplest and cheapest solution that can do that.
Possible solutions I've heard of include Amazon Workspaces, VMs in various configurations, Azure Virtual Desktops, Azure Lab, Azure DevTest Lab, etc.
The software Input Director does not work in cloud environments. The choreography must be achieved in a different way.
I am open to any solution that satisfies all the requirements. The simpler, cheaper, and faster to implement, the better. Speed of implementation is a big plus.
When submitting a proposal please include:
A. The proposed fee.
B. The date by which the proposal would be fully functional and fully implemented assuming acceptance of the proposal that same day.
C. The fee and the fully implemented date for a 10 machines trial that would constitute the first milestone for the project assuming acceptance of the proposal that same day.
Please select the dates in a way such that you are confident that the delivery will take place as agreed.
Since this project is time sensitive, every day of delay will carry a 15% fine over the total project fee. For example, if the project is delivered fully functional one day late, and the initially agreed fee was 5.000 USD, the actual fee would be 4.250 USD, and so on. This structure is in place only to make sure that the fully functional delivery date agreed will be respected.
