Server on Azure - Need to give access to multiple machines

I need to decommission a server which currently runs hybrid AD, plus a sofware which onsite computers connect in order to use their local software. They are using business premium licesens.
I built a server on Azure, installed their software but not sure how to give access to their users to use the client software installed on their computer to feed data into the software installed on the server I built on Azure.
