Restore a .rar file with DB and files into an Azure VM

I have a .rar file backup with ASP.NET files for websites and .sql for database. I need you to:
1. Login to Azure and create a small VM for it
2. Restore the backup in it so website can work.
3. Show result fo website live
4. Stop service in azure so it doesnt spend too much credits.
