Migrate on-premise Microsoft Active Directory to Azure Cloud AD

I am running an on-premise Active Directory Server that hybrids sync with Azure Cloud Active Directory, and would like to migrate everything to Azure Cloud AD, and eliminate our on-premise AD. Also together with this task, I would like to perform AD organizing users, groups, and services following best practices/bootstrap out there.
You need to be somewhat related MS certified to work on this project or have complete similar project before to qualify to work on this project. Please be ready with your certification and proof.
This is long-term multiple projects, and this project is its phase one. We hope to look for the right candidate to work with us in long term.
