Migrate a helper class from WindowsAzure.ServiceBus to Azure.Messaging.ServiceBus

We need to migrate this entire functionality to the new Azure.Messaging.ServiceBus way to make things happen, we can NOT use Microsoft.ServiceBus or Microsoft.Azure.ServiceBus to solve the situation.
