Maintenance & Improvement Ruby on Rails projected hosted in Azure

I recently took over IT for a company that originally hired a web developer to build a client-facing web portal. Initially, the developer hosted the application on their own servers (I believe using AWS). At our request, they later migrated the application into the client’s own Azure tenant so the company could take advantage of consolidated pricing and internal management.
The move to Azure went smoothly at first, and things functioned well for some time. However, I believe the development company’s primary developer has since left, and they have become unresponsive to change requests and ongoing support. As a result, I’m now evaluating our options for how to proceed.
From what I can tell, the project currently consists of two Ubuntu virtual machines in Azure:
One VM hosts Vercel and serves as the front-facing website.
The second VM hosts a PostgreSQL database along with a web portal built in Ruby on Rails.
I have access to both virtual machines as well as credentials to the database, so I should be able to provide any developer with the access they need to review or continue the work.
