Implementation of a proof of concept always-on VPN solution

We are looking to implement an always-on VPN solution via Azure services. We currently have an Azure hosted network with a site-to-site VPN to our office, we would like to implement a point-to-site (P2S) VPN solution for laptops in the field using the Windows 10 always-on VPN device tunnel, devices would then be able to access services on the Azure cloud network as well as use the site-to-site VPN tunnel for on-premise services.
