Azure devops sizing

I am looking for an experienced Azure DevOps professional to help me size my project.
The project consist in migrating an existing devops setup in azure, including 6 projects, pipelines, data cards, test scripts, boards, etc.
We need first to make a conference with our client, so he can show us and describe the project, the assesment consist in only defining a price and proposal for the migration.
The migration job would be a different project, assigned to the freelancer.
Since I require a short-term commitment, covering the sizing phase of the project, I'm looking for someone who has a good understanding of the specific guidelines and requirements needed to make my Azure DevOps project successful.
The experience and knowledge of the chosen professional must also guarantee quick completion of the project layout, provisioning, and development.
