Azure Web App -- 2

I am looking to create an Azure Web Application with Azure sql, with specific functionalities in mind. I need the project timeline to be within 1-2 weeks. I am looking for an experienced programmer who has the skills and expertise necessary to develop this web application to my specifications within azure and using Devops with ci/cd. The individual should be expert with Azure platform and be able to carry out this project within its specified timeline. I am open to suggestions for customizing the platform to improve its efficiency and performance.
