Azure Terraform -- 2

Hi,
I need to fix a terraform script. Currently its creating
App vnet with vm and standard lb
Db vnet with mysql db and private end point
Network vnet

I need to complete the arrow marked routing part. Please check the attached diagram and answer 7+ 4=? Before bidding.
