Azure Teams User Management Solution

I am currently using Azure AD Connect to sync users from my Windows Domain Controller to Azure AD. I manually assign licenses to each user. However, I am encountering an issue where unlicensed users appear in Teams. I haven't configured any specific settings to manage the visibility of unlicensed users in Microsoft Teams.
I am looking for a solution to this problem from a knowledgeable freelancer with extensive experience in Azure AD, Azure Teams and user sync tools. Ideal skills for this project would include:
