Azure Site Functionality Enhancement

I'm seeking an expert to improve the functionality of my Azure website. The main focus areas will be enhancing database integration and optimizing API services.

Azure *TripSync* Website “Iteration 2” Project Description:
We have an existing and minimally functioning Azure website. Currently, the user logs into the site, types a location, algorithm searches Google Places API and returns nearby activities or meal establishments within a defined radius. In other words (at this juncture of functionality), the user is searching for ‘things to do’ or ‘where to eat’ within a defined radius. The application of this information is geared specifically for group tours.
Many more functional improvements are needed to make it fully useful. In particular, we need to expand the ability to easily find and edit the existing data in our CosmosDB. We also need to add custom data fields in CosmosDB that are not harvested from the API search. We need to create more defined user roles for login. An admin role that can search and edit and add data and records in the database, distinct from a user that is a read-only viewer capability limited. These are just some of the improvements needed.
The goal of this ‘Iteration 2’ work is to program the means to allow us to build up the database with information (some harvested from the web and some manually added).
