Azure SQL data import

We require a Database resource who can assist us to create data import jobs from a CSV file source on a azure VM into a Azure SQL as a service database resource.
The azure SQL DB and table exist already and VM as source of files is also existing.
Open to options on getting the job done either through Azure data factory or other means. We require everything to be done and hosted within the Azure cloud infrastructure.
