Azure RESTful API Development

I need a skilled developer to create a RESTful API on Azure.
Ideal Skills and Experience:
- Proficiency in Azure services
- Experience in developing RESTful APIs
- Knowledge of API authentication methods
- Familiarity with data security and best practices
I already have a REST API, that connects with a lararavel webapplication with mysql database. I need a new API with specific requirements:
-We will be using Azure Logic Apps for this integration.
-All credentials will be stored in Azure Key Vault
-API communication will occur over HTTPS
-retrieved data will be encrypted.
-The token has a known and manageable expiration timeframe.
-We can programmatically request a fresh token per session using secure credentials.
-API needs to enable on IP-based restrictions (e.g., whitelist our Azure outbound IP) for added security
