1.1 Creating Azure DevOps project.
1.2 Disabled Boards services.
2.1 Create new 2 Teams with two different permission.
3.1 Project Setting Repositories (All Repositories)
3.2 All Repositories->Settings-> On: Default branch name for new repositories
3.3 All Repositories->Settings-> On: Allow users to manage permissions for their created branches.
4.1 All Repositories->Policies->default branch->Add branch protection: Protect the default branch of each repository.
4.2 On: Require a minimum number of reviewers.
4.3 1: Minimum number of reviewers.
4.4 Allow requester to approve their own changes.
