AZURE DEVOPS - REPOSITORIES, BUILD and RELEASE PIPELINE CONFIGURATION

We need you to help us with two simple tasks in any sample Azure DevOps project:
- Send notifications upon creating new repo, as well as if any code is committed to a branch in the repo.
- User should NOT be able to enable/disable a task using classic editor but should be able to run the pipelines.
