Automate Elastic IP Allocation with AWS Lambda

I'm seeking an AWS Lambda expert to automate the allocation desired Elastic IPs. This will mainly interact with Amazon EC2 and Amazon VPC.

Requirements:
- Use AWS Lambda to allocate a new Elastic IP to an available EC2 instance.
- Ensure seamless integration with VPC.
- Provide monitoring and logging via CloudWatch.

Ideal skills and experience:
- Proficiency in AWS Lambda, EC2, VPC, and CloudWatch.
- Strong background in AWS automation and scripting.
- Experience with IAM roles and permissions management.
