Power Automate Email Workflow for Access Review

I'm looking for an expert in Power Automate to manage a user access review email workflow.

The workflow should:
- Send emails for access review
- Email should include an Excel extract - some users may have 300 lines so too much to fit in the body of an email - Excel attachment or online Sharepoint approval would be required.
- Allow managers to be chased after x amount of days
- Potential for a further auto chase from MS-teams
- Possibility to forward to alternate in case of absence
- Notify managers for approval
- Aggregate access review responses
- Nice to have would be interrogation so of out of office responses to aggregate return dates for absent approvers

Key Requirements:
- Ability to manually select individuals for access review
- Experience in setting up approval notifications for managers
- Proficiency in aggregating responses effectively
- All responses must be watertight from an audit evidence perspective.
- Excel expertise is essential; to put together the user access review, we combine data from 9 different applications, put it in a common format taking the user and role info, add a lookup of line manager from another file. This is time consuming.
