GKE Cluster Scale-Down Automation

I need a Python job to gracefully scale down a GKE cluster hosting Argo CD to reduce costs.

Requirements:
- Time-based scaling at 10 PM
- Pre-scaling tasks:
- Stop all running jobs
- Backup current state
- Notify team

Ideal Skills & Experience:
- Proficiency in Python
- Experience with Google Kubernetes Engine (GKE)
- Familiarity with Argo CD
- Automation and scripting skills
- Strong background in cloud cost management
