Daily WhatsApp Mass Messaging Automation- Read Full then bid

Please bid for the full price not hourly or asking for more price than bid in messages.
I'm looking for a solution or tool to automate sending daily, unique, text-to-speech generated audio messages over WhatsApp to a list of recipients. Running cost of this tool should be less. (Kindly figure out approx. cost per month for 1000 audio message every day. We can discuss over chat). I will prefer some readymade tools with some script editing rather than building the new tool from scratch.

Key Requirements:
- The audio messages are in English/Hindi and generated through text-to-speech technology. So we will have separate folder for every users which will have File will be named initial with number. and arranged in alphabetical order. These are audio files in kb and I have in my laptop. So we have to send these files to users on the WhatsApp whose number will be saved by the same name as it is in folder name. Everyday we have to send suppose individual 500 audio files to individual users.
- The recipient list is managed through manually uploaded CSV/Excel files.
- Each recipient receives a different message every day.

Ideal Skills and Experience:
- Proficiency in WhatsApp automation tools
- Familiarity with text-to-speech technology
- Experience in managing and processing CSV/Excel files
- Understanding of mass messaging protocols and policies on WhatsApp.
