draft a bathroom improvement project that has been done but now needs a permit from city of solana beach

I am looking for a freelancer to help me draft a bathroom improvement project that has already been completed but now requires a permit from the city of Solana Beach.
Specific improvements made in the bathroom include the installation and replacement of fixtures and appliances.
No structural changes were made to the bathroom, only cosmetic changes were made.
I do have existing documentation or plans for the improvement project, however, they are incomplete or not professional.
Ideal skills and experience for this project include:
