dougherty plan pdf's redrawn or converted into autocad .dwg

i have 19 sheets of a pdf plan that i need re-draWN or converted into autocad dwg files. 19 sheets on the pdf plan set including details that i need in c ad format. when complete freelancer will provide autocad dwg file of drawings in imperial scale 1/4"=1'-0" on 24x36 sheets when plotted. i need drawings drawn exactly as shown and detailed .,
