concrete slab foundation engineering

I'm in need of an experienced structural engineer to help me design a concrete slab foundation for a single family residence in Whatcom County, WA. The concrete slab will need to meet current Washington State Building Code and Energy Code for a SFR slab foundation. The proposed size is 32' x 60' (1,920 SF) with a 4' knee wall around the back and sides, tapering off to the front. The building is a steel-framed 2-story home and already has completed engineered plans.
