civil engineer grading plan

As a civil engineer, I have a unique project at hand. I need to design a grading plan for a residential area. The site I'm working on is completely flat and based in a location with sandy soil. This adds an extra layer of challenge, as sandy soil behaves differently than loamy or clay soil, and it's vital that the grading plan addresses this.

Key components I'm looking for include:

- Expertise in civil engineering, with a focus on grading plans
- Strong understanding of how to work with sandy soil
- Previous experience in residential projects would be beneficial
- Ability to manage a project site that is completely flat
- Strong understanding of drainage systems and certain legal requirements associated with residential grading plans
- ** needs to be in Ontario - preferably in the GTA
