Underground Utility Plan

I am in need of an underground utility plan and am looking for someone to help me create it. The utilities I need a plan for a fire water line. The plan needed is a new design, as opposed to an update to an existing one. The size of the area that the plan should cover is small, less than 1 acre. I am looking for someone who is knowledgeable in planning underground utility systems and can provide the necessary plan for my project. See attached drawing for a preview of what I am needing.
