Transfer cad file

I'm looking for a freelancer to transfer a CAD file from one program to another. The file is in AutoCAD (.dwg) format and I'm looking for someone with experience in this area. Because of the complexity of this project, I'm seeking someone who can provide a detailed project proposal. The timeline for the project is flexible, so the successful freelancer should be able to work around whatever timeline they have in place.
