Traditional Small-Scale Structural Plan Approval

I'm currently seeking an experienced Engineer or Architect who can sign off on plans for a pre built carport kit. The company that makes it already has an engineer that signed off on its snow and wind capacities, and there are detailed drawings for assembly showing everything including how the structure will be anchored to concrete. The issue I'm facing is my city permit department says the plans are fine, but I need an architect/engineer from my state (Georgia) to seal them.
