Specialty bracket design

Hello, I'm looking to make a special hinge, one that is able to rotate 90 degrees vertically upright and also swivel 90 degrees. The bracket will be similar to those that are found on Airplanes in-arm tray tables. I have a video attached below of a similar mechanism to what I would be looking for. I do not have any drawings or description of material needed. However, would this be something feasible provided more details: drawings, dimensions, material, etc.
