Redraw scanned house plans into DWG (2D CAD)

Description:
I have old scanned architectural plans (PDF) of a house in Switzerland. I need them redrawn into clean, accurate DWG files that follow architectural drafting standards.
Deliverables:
Editable DWG (AutoCAD 2018+) files for all floors, sections, and façades.
Plans must be scaled correctly (main façade = 10.00 m for reference).
Organized by layers (walls, doors, windows, stairs, text/dimensions).
Clean vector lines, no raster backgrounds.
3D model (optional) in DWG or IFC for visualization, if you can.
Use:
Files will be shared with Swiss architects (so must follow professional CAD standards).
I would also like simple PDF exports of the plans and one or two perspective renders (if 3D is provided).
