Pallet Rack supported framing for small home

Aloha: I need a structural engineer that will meet Hawaii building codes, using pallet racks as the skeleton ---replacing stick built---and show the advantage of heavy duty steel framing bolted together after teardrop snapped into place vs stick/galvanized framing---the walls will consist of homemade 4'x8'x4" SIP panels---all units will be built around a 20x20x12' high shed roof 2:12 slope---need an adjustable footing on 4' centers. This is addressing affordable home problem in Hawaii. Please advise cost of plans.
