Need structural engineer for design of residential swimming pool in Arizona

I am a DIY homeowner in Arizona. My project is a backyard swimming pool with walls to be built with 8x16 concrete blocks with rebar and filled cells. Initially I need a consultation to finalize my design and answer a few questions. Afterwards, I will need stamped drawings that I will submit to the City of Goodyear, Arizona. If you are not licensed to stamp in Arizona, I may still be interested in the general consultation to help me prepare the plans for an Arizona engineer to complete.
