Need custom AutoLISP for inserting a block from another dwg and setting custom parameters

I need custom AutoLISP programming for inserting a block in an AutoCAD dwg from another dwg (set at a specified location) and setting the custom parameters of that block before insertion. See the attached files for a full list of project details.
