Nautlis Wind Vane -- 2

Hello I am interested in the process and cost to design a prototype part for a new style wind generator using the shape of a chambered Nautilis.
The first proto type can be approximately 18" overall diameter and approx 8 to 9" width. I wanted to add a design feature at the center point for the start of the Golden Ratio spiral. A hub approx 4 "diam.by 5 or 6 " width on either side with a 3'4" hole thru the center of the hub. I would like the center to be reinforced or solid at this point as this will be the center of the hub with a hole through the center for an axle.
The basic shape is a chambered Nautilis outside, can be hollow with slight reinforcement or thickness of material. I would need a qauntity of 3 of these Nautilis Shell forms, I would like this to be able to scale up to 9' diameter and 27' versions ultimately but I want to work out design features. I supplied a pictue of an x-ray of a chambered nautilus. I would want a full 3d version of this design a basic golden mean ratio spiral. specific details can be discussed for your desin purposes.
