Moroccan Riad Architectural Drawings

I am in need of a draftsman familiar with single family type v prescriptive wood codes in riverside county. I would like to build a Moroccan Riad style home with a center courtyard and pool, about 2000 sq ft. Drawings do not have to be fancy, just pass through the building department. Will possible have to know how to use California energy program to pass title 15 energy compliance.
