1. Project Overview
The Owner invites qualified and licensed utility and civil contractors to submit proposals for the replacement and installation of underground water and sewer lines serving a 31-unit mobile home park located in Grand Prairie, TX. The estimated total length of piping and trenching is approximately 3,000 linear feet. Final quantities will be confirmed upon receipt of the approved civil drawings.

The existing utility network is outdated and requires full replacement to meet current city and TCEQ standards. The property is fully occupied, requiring careful coordination to minimize tenant disruption and ensure safety. The terrain is relatively flat, and a current property survey is available.
Civil construction drawings are being finalized in coordination with the City of Grand Prairie Engineering Department. Work is expected to commence promptly upon receipt of stamped, approved plans.

2. Scope of Work
The contractor shall furnish all labor, equipment, materials, permits, and supervision necessary to complete the following:
• Excavation and Installation
Excavate, bed, and install all main and lateral water and sewer lines per the approved civil design, including service stubs to each home pad.
• Municipal Tie-In and Appurtenances
Connect to existing municipal mains at the roadway; furnish and install all valves, cleanouts, manholes, backflow prevention, and sampling assemblies as required.
• Testing and Inspection
Perform pressure testing, chlorination, bacteriological testing, CCTV/mandrel inspection, and air testing per City of Grand Prairie and TCEQ specifications until systems pass inspection.
• Restoration
Backfill, compact, and restore grades to preconstruction conditions, leaving the site ready for paving crews.
• Documentation
Provide complete as-built drawings (CAD and PDF formats) and all required test results for city utility sign-off and project closeout.

3. Acceptance Criteria
• Installation must conform to approved stamped plans, including all line sizes, slopes, and burial depths.
• All city inspections and testing must pass on the first re-test round.
• Final acceptance requires submission and approval of complete as-built documentation.

4. Contractor Qualifications
Proposals should demonstrate experience with:
• Mobile-home or RV park utility projects
• Trench safety and confined-space compliance
• Horizontal Directional Drilling (HDD)
• Fusion-welded PE or PVC systems
• Coordination with city inspection and permitting processes
Contractor must hold all required licenses and insurance for underground utility installation in Texas.
