Lisp Files for Geological Mapping

I need experienced Lisp programmer to create a Lisp file for an oil and gas geological mapping project using Autocad 2025 Map 3D. The project involves inserting multiple blocks which are oil and gas well symbols with an attribute which in this case is the unique well identifier (UWI) at specific coordinates. The coordinates are UTM Easting (x) and UTM Northing (y). I need to be able to browse to find and select the file that contains the x,y coordinate, attribute and block name. I also need to be able to specify or change the scale globally for all blocks before inserting the blocks. In the attached files the scale will be 500 for both x and y. Rotation will always be 0. The attached Excel file contains the x coordinate in column D, the y coordinate in column E, the UWI attribute in column A and the code for the oil and gas symbols in column in column F. The attached Oil and Gas Symbol drawing contains the blocks with the UWI invisible. The name of the block corresponds to the Block code in the file. You can see the UWI value by double clicking the block after it is loaded. The map projection is UTM13 NAD83.
I then need a separate lisp program to annotate the blocks with a value such as a subsea elevation or a thickness etc. I need to again browse to select the file that contains the x, y coordinates and the value of the annotation. In this case it is the same Excel file but may sometimes be a separate file. I need to be able to change the font size before inserting the annotation. I also need to be able to specify where the value is placed relative to the block symbol. That will be top left, top center, top right, middle left, middle right, bottom left, bottom center and bottom right. In this case the Excel file contains the Value to be posted or annotated in Column I (Precambrian Subsea). In some cases there are no values and I then need to post whatever is in cell with no value. In this case it is NV or in some cases it will be other things like NDE for example.
There will be other lisp programs I will need in the near future and also Excel VBA and Macros.
