Lake Cabin

A small 32x32 foot cabin, one story, with a hip roof, roof pitch is 6x12, exterior is horizontal siding, possibly 12 to 16 windows (all the same size and type) and two exterior doors. This is a work in progress but I have it all in my mind. I need someone that can take what I write down and put it together to see if the Architectural Board at this property will accept it. Foundation will be a standard slab with perimeter footing and one or two internal footings, #6 rebar on 16 inch centers both ways plus 6 in the footings (beams).
Pretty basic build.

Interior will have two rooms. One is a bathroom in the back right corner of the structure that is 12 feet wide and 8 feet deep.
A utility room/half bath will be in the left back corner of the structure of the same size.
A kitchen will be needed in the middle.
There will be no other walls.
I will have the roof cut on site and the joists will be resting on a structural beam that will run the width of the structure. Max distance for a 2x8 joist with no load on top (only attic space) will be 16 feet and I would hope this would be within safety range. If not, I'll put in two structural beams and reduct the span to 10'-8''.

Can you suggest a person/student/ ???? that can work with me?
What might they charge for this?
